If the user can't Create/upload in some part of the drive, those buttons should be inactive

@tprudentova is it ok if you will disable them when you don't have permissions?
I don't like jumping buttons when you navigate in the application, or we can move them somewhere at all
@Bobpodvalnyi what do you think?
