Debian Bookworm support

Is your feature request related to a problem?

Debian Bookworm will be released in the next months, and LibreTime currently doesn't support it.

• Bookworm runs python3.11, which will break some of the old dependencies we are still relying on (celery 4 will break, because it uses std libs that have been removed in py3.11 https://github.com/libretime/libretime/actions/runs/4493020680/jobs/7903695917?pr=2442)
• Bookworm has php8.2, which we also do not support, using the php sury repo seem the easiest choice (php7.4), until someone takes time to upgrade the codebase to php 8.x Support >= php8.0 #2047
• Bookworm has Liquidsoap 2.1.3 which is also not yet supported. 2 solutions: install a specific version from the liquidsoap github release page, or add an new supported version of Liquidsoap. Handling different versions of liquidsoap #2409

Bookworm support depends on #1972 so it also depends on #1788 which is a decent amount of work.
