Allow condensing of pre-release versions

For projects that don't want to contain the alpha/beta/canary tags in the release notes of their main channel it would be nice to be able to condense these changelog notes without needing to do so manually.

I wonder if there is some kind of de-facto standard if changelog should include changes in pre-releases or not.

RenovateBot does not include changelog for pre-releases in a pull request for a major version dump. It's hard to discover relevant changes in pre-releases if using RenovateBot.

Not sure how Dependabot handles it.
