Improve workflow creating new transactions from old ones #7792

Current problems:

Not consistent between GL/AR/AP
Existing workflow essentially copies GL (no possibility to significantly change the transaction; e.g. change accounts)
There's no (well-defined/ desired) state transition diagram making it hard to code 'a correct workflow'
