Define a procedure for tile QC

We need to agree on the scripts needed for LArPix-v2 Rev. 2 tiles quality control. I created a v2rev2_qc branch with a QC folder containing a description of the procedure so far.
There are few TODOs due to my limited knowledge, so feel free to modify the https://github.com/larpix/larpix-10x10-scripts/blob/v2rev2_qc/QC/README.md file.
