[Foodcenter/Usrmgr] Action changepaid does not exist

Current Behavior

In module usrmgr, the action changepaid does not exist, but is configured:

<entry>
	<action>changepaid</action>
	<file>changepaid</file>
	<requirement>2</requirement>
</entry>

And linked in modules/foodcenter/Functions/PaidIconLinkFoodcenter.php

Even in older branches/tags, this is not existing.

Expected Behavior

Add this functionality.
