[Framework] Develop capability of system wide messages with framework_messages

What I think this was intended to do (and what would be useful to have):

Have a header that appears if user has a notification of various types:

• Private Message
• System downtime
• New (high) prio news
• Global admin message
• Event or Tournament match in the next x minutes, match result entered or anything else requiring attention
• Catering meal ready for pickup
• other useful events

Can't remember what other webapplication had that, but I thought that to be a very useful feature
