CODAL sleep power consumption due to display GPIOTE

Second part for:

• CODAL Sleep power consumption display oddity #30

A quick workaround was applied in:

• Reduce power consumption of LED matrix on power off mode. #366

However, this introduced an issue where the display pins were not usable even if the display was disabled:

• P3,P4,P6,P7,P10 of digital input is not working properly. microsoft/pxt-microbit#5371
• Hot fix CODAL tag to fix issue driving display pins  #390

So as part of ticket #390, CODAL tag v0.2.63 will be release reverting this workaround, to be able to fix this regression in MakeCode.

This ticket is to investigate an alternative way to reduce the power consumption identified in #30.

• Larger power consumption when the display is not cleared before uBit.power.off() #378
