VSCode extension air-gap environment support

Problem

Extension will try to download framework from Internet, which is impossible in air-gap env.

Solution

Let extension to use artifacts that already being prepared locally.

Sorry I know that VSCode extension has its own repo, I already had issue there few weeks but seems no one notice :(.
