Starting the server gives the error -

Failed to load data store: government-blacklist.txt(access is denied).

I have opened with java and the options button doesnt open the option menu. its powertunnel v 1.1.4.

This problem often occurs on PowerTunnel's first run, depending on directory, where the .jar file is located.
Please, try to move PowerTunnel and its files to a new folder on the desktop.

No, jar file should not be extracted.
Launch it from a new folder on the desktop.

For some reason the file either is locked, either (why?) you don't have enough permissions to write in that directory.
Version 2.0 may solve the problem.

This is clearly OS issue.
Try to moving the jar file to another directory in your user profile and try again.
