In Hebrew there are a lot of words that people write in different ways, for example קריית and קרית, notice that there are two י in the first word.

For input with one yodh/vav the search can find a result with two yodh/vav but not the opposite. For example the search קרית אונו will find קריית אונו but קריית שמונה won't find קרית שמונה. I don't know if other languages have the same problem but it's a nice small improvement for Hebrew users.

This is something that can be addressed in openstreetmap instead, through alt_name tag (which allows specifying an alternative name for place).
In fact, it has already been addressed, and your examples work perfectly now, see:

http://photon.komoot.de/api/?q=קרית+שמונה

So, this issue can closed IMHO.
