Run path selection for a classification holistically

Doing this holistically will especially help networking to maximize reusability and makes cases like Lambda much much easier (because it wants to circular depend Subnets -> selection via the hasDownstream(vpc) but selection -> Subnets for reusability - we tie-break this currently, but it's an imperfect solution).
