Add an availability guide to the high availability guide

Description

There should be a topic on availability via increasing the replica / instance count that isn't coupled to the multi-site / external infinispan guide. This could be covered in the scaling guide mentioned on #29388

It would point out the need to use the operator or the user will be on their own to configure things like discovery.
