Enable Discussions Tab in Github

Hi,

Would you consider enabling the Discussions feature on this repo at all?

It is a useful way for people to ask questions that may not necessarily represent bugs, and also triage when they are and try to pinpoint an MRE. Issues can be moved back and forth AFAIK, so issues that are not really bugs can be converted into discussions and vice versa. Also as I don't know of any official community support forum for Keras, it might serve a useful purpose there.
