lotion state <GCI> times out

I'm following the tutorial at https://lotionjs.com/getting-started.html#building-your-first-app.

When I get to lotion state <GCI>, it hangs for a while and eventually times out with:

/usr/local/lib/node_modules/lotion-cli/node_modules/supercop.js/lib.js:97
      throw ex;
      ^

Error: connect ETIMEDOUT 159.203.125.43:26657
