I think it's just your Windows too old. You might be able to install this component independently, but I'll suggest that you upgrade to at least Windows 10. |

Writing this for anyone else who happens to get this issue. Problem with missing api-ms-win-core-path-l1-1-0.dll is due to newer python and windows 7. Other apps like FreeCAD and Blender which also use python have same issue. API fix below solved issue with video2x-4.8.1 with win7. |

Run
video2x_gui.exe. No special steps are required to run it on win64.
