Create Contributor Guide

Feedback we have got from recent contributors is that it's not entirely straight forwards to clone the code and start contributing.

Specifically we could do with some blurb aimed at contributors that direct them through getting the functional tests up and running locally with localstack, that covers all platforms and is IDE agnostic.
