There is a Makevars.win but no Makevars, and this leads to a cryptic failure to build on Linux.

The contents should be similar. Something like

PKG_LIBS = $(shell $(Rscript -e "Rcpp:::LdFlags()") $(LAPACK_LIBS) $(BLAS_LIBS) $(FLIBS)
