CacheableReportTask is always up to date after dependency changes when plugin is configured to analyse all configurations

This is because the code in com.github.jk1.license.task.CacheableReportTask#getClasspath does not account for com.github.jk1.license.LicenseReportExtension#configurations being set to empty array unlike how com.github.jk1.license.reader.ProjectReader#findConfigurationsToScan does. If com.github.jk1.license.LicenseReportExtension#configurations is set to an empty array then all configurations are being analysed but in that case com.github.jk1.license.task.CacheableReportTask#getClasspath will be an empty file collection.
