Resolves #1219

This PR:

Adds jgrapht-unimi-dsi to etc/updateCopyRightYear.sh
Removes etc/codeFormatter.sh
Adds formatter-maven-plugin to POM (replaces etc/codeFormatter.sh)
- Format checker can be run via mvn formatter:validate
- Formatter can be run via mvn formatter:format
