Currently if nc is at dark mode but there is white background layer at diagram this editor is quite useless.
At confluence version there is sun/moon button what allow set mode to different than confluence theme is.
To nexcloud version we need also feature what allow set drawio diagram theme to light mode even when nc theme is at dark mode.

You can change it from the settings to always use the light theme

Is it possible to use dark theme in nextcloud, but light in draw.io? I didn't find such option in settings

I finally find it. It is at global settings under administrator panel. And default is automatic. So basically it is broken... Or at least so bad design that it is useless if you are not administrator by self.
At confluence intrgration it is directly at ui so that user can change it on fly depending of document.

Please try the "Administration privileges" to give other non-admin groups access to draw.io settings. The settings are still global but a step forward

Is there any progress on this?

I think this is an upstream problem for the embedded draw.io

Is there any "bug report"?

This issue, particularly the comment by @burner- helped make Draw.io look like a normal whiteboard when Nextcloud had a dark theme.

I agree that a user-toggle would have been expected (hopefully discoverable, too). But I'm at least grateful it was possible to stop the odd (to some) dark mode default in the whiteboard, even though NC had a dark theme active.
