Add support for CMEK Encryption key for Disks

Ability to pass the CMEK Encryption key resource ID for disk encryption for the boot disk and other disks which are created in the build VM

Hi Kamal,

This plugin supports specifying an instance template instead of specifying all the instance configuration in the plugin configuration. Instance templates support CMEK. Could you use this as a workaround until cmek is added as a proper configuration?
