JSR358-87: Define a standard list of open-source RI licenses

We decided to mandate that all RIs (with the exception of those associated with the Java ME "platform JSRs") must be released under one of a short-list of "approved" open-source licenses.

We need to decide what's on that list.

Our current list is:

• Apache
• BSD
• Eclipse
• GPL
• MIT
• UPL

Note, however, that the choice of RI license will affect the possibility of a JSR being included in the platform. See the linked issue 88
