Steps:

  1. build research center and have enough money to see CKHL light up
  2. spend enough money to not able to buy it. CKHL icon disables itself.
  3. accumulate enough money to buy it (~HSI7000)
    expected: CKHL icon lights back on
    actual: it didn't

depends on how much time we got, we may introduce more dependency inversion by using event system, or just add back a line to call update

ops could not reproduce the bug...
