Replace Clients documentation with information about OTEL SDKs

Requirement

As a user of Jaeger, I need to understand how to configure SDKs and what capabilities they have per-language so that I can collect data into Jaeger in the best way possible.

Problem

Currently out Clients documentation refers to Jaeger clients, which are deprecated.

Proposal

It would be great to update the Clients documentation to describe features in OTEL SDKs. Arguably, it may be redundant as some of them are already described in OTEL documentation, which has a similar matrix, but at the same time there are certain features that are especially relevant to Jaeger, such as support for remote / adaptive sampling. We could pull the yaml files from OTEL spec and render them on Jaeger website, with some changes (and dropping some irrelevant info like metrics exports).
