The sel timestamp will repeat the date twice after get sel elist -v #398

Describe the bug
The timestamp of "sel elist -v" is duplicated. I think it should be m/d/y h/m/s, but now it is m/d/y m/d/y.

IPMITOOL Version
1.8.19

To Reproduce
Steps to reproduce the behavior:

Using BMC.
Run "ipmitool sel elist -v"
Observe the abnormal reply:

Expected behavior
It should be m/d/y h/m/s
