fix: upgrade dep of ipfs-utils ^9.0.2->^9.0.6

Motivation:

• fix error importing ipfs-core from TypeScript "Cannot find namespace 'fs'." #4080
  • I'm not sure what the best way is to fully release this in a way that ipfs-core@latest on npm works (which needs to bundle in ipfs-utils @ 9.0.6 not 9.0.2). Happy to try another strategy if you point me in a better direction

I'm not sure what the best way is to fully release this

Releasing is all automated, an RC will be published after CI has run on master, and release PR will be created - merging that will promote all merged changes to a proper release with the version number decided by semantic commits.
