You can access it here: https://en.wikipedia-on-ipfs.org/wiki/

If you'd like a convenient way to redirect a regular wikipedia page to the IPFS version, follow the instructions to add this bookmarklet to your bookmarks, and click it when you're on a wikipedia page.

To answer your second question, it's currently read-only.
