Get Windows CI capture/tests working

Currently, the tests aren't run on Windows. The tests work on a real machine, but we need to set up video capture for CI runs.

Sadly, this seems to be impossible. The hosted GitHub runners appear to be configured without any kind of video support, and there doesn't appear to be a software equivalent like Xvfb on Windows:
