Old and new install portion locked after update

Hi,

I am kinda baffled. Eveything was working fine and since the update my install does not allow me to chnage any content within the settings section. I can create client, invoice. but get a big white popup with coding with 301 or 404 error. Writes permission are good as nothing shows in system health. Anybody can help, i did another sub domain and installed there and same thing. Did a fresh install and same thing??
