Describe the bug

A clear and concise description of what the bug is.

Steps to Reproduce

  1. Create a new upload
  2. Add a creator
  3. In the affiliation field type "CERN", and see that it auto-completes from the ROR vocabulary.
  4. In the person search type e.g. "Nielsen", and select one of the persons.
  5. Now, in the affiliation field type "CERN" and see that it does not auto-complete.

Expected behavior

Step 5 should work like step 3.

I've verified that in both affiliation search sent to the API it returns a reply.
