config loading/overwriting of service components should be smarted

At the moment service components can be overwritten as all-or-nothing. However, it is preferable to have a way to "replace", "append" and "insert between" (?).

The reason behind this improvement is that a change in a service component list would require updating all overwritten lists, otherwise behavior might be incomplete.
