admin: navbar is frozen

Describe the bug

From the Administration page, while managing Communities, some buttons/links in the navbar are "frozen".

Steps to Reproduce

1. Go to '/administration'
2. Click on 'Communities'
3. Click on sidebar collapse, "+" button, and username
4. See error i.e. no sidebar collapse / no quick create dropdown / no user dropdown

Expected behavior

Expect sidebar to collapse, options to appear.
