No third party error handling in loading plugin REST API V2 #1716

When loading a plugin, it ran into the following errors which may return by the third party libs.

http: TLS handshake error from [::1]:52554: tls: oversized record received with length 21536

Post http://localhost:8181/v2/plugins: malformed HTTP response "\x15\x03\x01\x00\x02\x02\x16"
