The tox command re-downloads zstandard-0.17.0.zip instead of testing:

python inst: /disk-samsung/freebsd-ports/archivers/py-zstandard/work-py38/zstandard-0.17.0/.tox/.tmp/package/1/zstandard-0.17.0.zip

The built installation should be tested.
