Very much a WIP, I've no idea if this actually works on windows at the moment.

Closes #125

Looks like github actions don't enable WSL by default, so tests don't execute on the windows runner. It seems like this is fixable, but:

I don't have a good sense of whether WSL is the right way to go, or whether IndraDB should have more "native" windows support.
Either way, I don't have a good sense of the amount of lift that'll be required.
I don't have a windows machine to iterate on this quickly.
