video thumbnail extraction: some videos reset back to 0? seconds for image returned

Using the parameters:

/vts:71/rs:fit:640:380/ results in an image from the expected position in the video.
/vts:72/rs:fit:640:380/ results in an image from the first second of the video.

adding vtk:1 did not change the behaviour.
