Make lager the new "head" node

• Host the user database on lager. (Move it onto NFS while we're at it, ditching the HTTP setup? But do retain local copies, so that it continues to function even when NFS disappears)
• Host the MOTD on lager. (Move it onto NFS while we're at it, ditching the HTTP setup? But do retain local copies, so that it continues to function even when NFS disappears)
• Host prometheus on lager
• Migrate /shared onto the disk array on lager (Depends on Decide how to use the disk array on lager #25)
• Tell people to use lager as a jump host (Done as part of mitigating Packet loss on machines on switch acbdc32 #30)
