Loading Learner Group class still uses heart monitor animation

From what I've learned, the "heart monitor" .pulse-loader animation element is deprecated and should not be used and/or replaced with the "sunburst" #ilios-loading-indicator animation element.

I'm not yet sure how either are implemented, but I could take a crack at it.

All yours! IIRC there is a component for the heart beat loader. We only really use the sunburst on initial page load, most of our loaders are smaller spinners now. What probably needs to happen is building a loading route for learner groups akin to the ones we have for course-loading.
