Fix LTI tagging and deployment #5283

I've manually disabled the LTI deployment workflows on GitHub. To reenable we'll want to:

  1. Align the version in all apps to the same as the frontend
  2. Fix tagging to it changes the package.json in all apps
  3. Consolidate all of the app deploys into the same workflow
