checklist:

custom-parsing inputs are disabled when custom-parsing checkbox is not checked
test that our formats and labels for custom formats work
distinguish between character and numeric columns
feedback on if parsing was successful
if local changes, change format labels
custom-parsing inputs disappear when custom-parsing checkbox is not checked
modal helpify for column, format, and locale
