Describe the bug
The desktop app does not allow publishing an oracle.

To Reproduce
Steps to reproduce the behavior:

  1. Create an oracle
  2. Try to publish it (the editable parameter of coins to be sent is filled to 0 automatically)
  3. See the bug: invalid amount error

Expected behavior
The oracle should be published even without sending any coins to it. The stake amount should be handled automatically separately.

Environment:

  • OS: Windows 10
  • Node mode: built-in
  • Client version 0.33.0
  • Node version 0.30.0
