Roku Power Off Not Working

Description of problem:
I have a Roku Express 4K plugged into a TCL 4 Series TV. CEC works fine with the real Roku remote and everything EXCEPT power off works via the card in my HA iOS app.

Power should be working appropriately but isnt. All my other Roku devices work with the card except this one.

Ive tried to remove the integration with the device and re-add it but that didnt work.
