Moving window across outputs doesn't retain focus?

When using move <direction> within an output focus follows the window/container. When moving across an output boundary the focus goes to the last focused thing on that screen. This is quite surprising behavior, is it intentional or just an accident/oversight?

It was particularly confusing when I had

What I observed:

move right

Edit:
Not sure if this might give some clue, but it seems like this does not occur when calling e.g. i3-msg move right, but it does when calling the same command using a keybinding.
