Define and document processes, including scripts for creating a consortium in the most automatic way as possible

We now need to document all the processes for creating a consortium. We should also automatize the creation of the consortium.

Requirements:
1 - Document with consortium creation process, including good practices and security considerations.
2 - Create scripts/utils to create a consortium of entities. This util should receive a configuration with the consortium names, IP addresses, supported plugins, and SATP configurations. Note that many of this is already supported in Cacti-core
3 - Test script end to end transfer
4 - Create a simple user interface for consortium creation
5 - Record a demo of the consortium creation tool
6 - Record an end to end transfer with the consortium created by the consortium creation tool

@RafaelAPB How do you define "consortium" here? Fabric has a particular notion of a consortium, but I wonder what you mean by it in the Cacti (or interoperability) context.

@VRamakrishna we have defined the possibility of creating Cacti node consortia (in the API server), which would include features such as discovery, etc (which would be very useful for SATP)
