I am a first time user and ended up here trying to figure out what the site is for, still not entirely sure.

Here is the first time experience. The "About the Map" modal appears with a brief explanation and all action items associated with the map. If the user clicks the search field in the modal, the modal will close and the map search input will be focused. Add a resource will transition to the form modal and the other buttons are out bound links.
