Add basic administrative monitoring dashboard #861

It would be convenient to have a monitoring dashboard at some kind of admin level, which would glean some overall information about:

number of active campaigns and their creators
size of campaigns
active users
other relevant information

most of this could be done with a small lambda function that collates this data from the campaigns.json or geojson.
