Add tags to AWS infrastructure components

In order to better track costs for this tool, we should add a tag for both the Elastic Beanstalk app and the lambda functions. Currently I am able to track the EB costs with the environment-id key, it would be better to add add a new key to both resources. Let's go with hotosm-tool-name:mapcampaigner for both.
