Implement UTXO selector for sending coins taking into account:

Instant transaction outputs
Locked blocks

Instant transaction outputs can be spent immediately right after when it is in the memory pool.

All UTXOs preceding and included in a locked block can be spent.

Available balance also should be calculated using this selector.

TBD:

Should we include not confirmed "change" UTXOs as we do for Bitcoin and BitcoinCash?
