Possible improvements to the CoC

Inspired by a NumFOCUS survey, here are potential improvements that we might consider. They are phrased as written for checkboxes in the survey; none of these are yet implemented.

About the CoC committee:

• The committee has some members external to the project leadership team
• The committee contains a chairperson responsible for moving decision-making forward and assigning responsibilities
• Decisions by the committee are externally moderated by a third party
• Committee members have fixed-length terms
• Committee members receive training before their term begins
• The committee has a dedicated channel for internal communications (e.g., private group mailing list or chat channel)

The CoC response process - which would be initiated after receiving a report - includes the following:

• A deadline for acknowledging receipt of the report
• A deadline for reaching a decision
• A process to follow when someone recuses themself due to a conflict of interest (e.g., how recusal is documented, how quorum issues are mitigated, etc.)
• Record-keeping procedures to track information about CoC incident reports
• Procedures for communicating CoC incident report information to the public
